Background of the Study
In the current era of rapid social change, youth leadership has become an essential ingredient for sustainable development. In Ilorin East Local Government Area, Kwara State, continuing education programs targeting young individuals are gaining prominence as a means of nurturing leadership qualities. These initiatives are designed to empower youth by imparting not only academic knowledge but also practical leadership skills. Such programs emphasize critical thinking, decision-making, and communication skills, which are crucial for effective leadership. Recent studies suggest that youth who participate in structured leadership training exhibit higher levels of self-confidence, innovation, and social responsibility (Chukwuma, 2023). This has encouraged local educational and governmental authorities to integrate continuing education into youth development strategies, aiming to harness the latent potential of young people for community and economic growth.
The programs in Ilorin East are often characterized by their interactive and participatory learning environments. They blend theoretical lessons with practical exercises, including community service projects, workshops, and mentorship sessions. This holistic approach is designed to cultivate leadership attributes that are not only applicable in academic and professional settings but also in addressing local social issues. The importance of investing in youth leadership is underscored by evidence that demonstrates a direct link between empowered youth and the overall progress of communities (Adeyemi, 2024). Thus, this study seeks to appraise the effectiveness of continuing education programs in enhancing leadership qualities among youth in Ilorin East, examining both the strengths and limitations of the current framework (Chukwuma, 2023; Adeyemi, 2024; Musa, 2023).
Statement of the Problem
Despite the potential benefits of continuing education programs in fostering youth leadership, numerous challenges persist in Ilorin East Local Government Area. The prevailing issue is the disparity between the theoretical content of these programs and the practical leadership needs of the youth. Although these initiatives are designed to cultivate essential leadership qualities, many participants face challenges in translating learned skills into real-world applications. The limited availability of quality mentorship and insufficient funding further restrict the scope of these programs, rendering them less effective in equipping the youth with practical tools for leadership. Additionally, infrastructural deficiencies and outdated teaching methodologies contribute to the disconnect between program objectives and actual outcomes. These problems are compounded by the socio-economic realities that many youths face, which often overshadow the benefits of the training provided (Adeyemi, 2024).
Moreover, the rapid pace of socio-political change in the region requires that leadership programs continuously adapt to new challenges and opportunities. However, the current frameworks do not sufficiently address emerging issues such as digital literacy, innovative problem solving, and modern communication strategies. This inadequacy hampers the ability of the youth to become effective leaders in an increasingly competitive environment. There is also evidence that suggests that the lack of practical exposure and experiential learning opportunities limits the overall impact of these programs. In light of these challenges, a critical appraisal of continuing education initiatives is necessary to identify gaps and propose actionable strategies for improvement. The study aims to shed light on the systemic barriers that undermine the effectiveness of youth leadership training and to offer recommendations that align educational practices with the dynamic needs of the region (Musa, 2023; Chukwuma, 2023; Adeyemi, 2024).

Scope and Limitations of the Study
The study is limited to assessing continuing education programs for youth leadership enhancement in Ilorin East Local Government Area, Kwara State. It does not extend to other educational initiatives or geographic regions.
